Fleming Raul Duarte Ramos, the Ambassador of Paraguay to India, has developed a fondness for Delhi over his seven years of residence. An alumnus of Harvard Kennedy School, Mr. Ramos has over 25 years of experience in trade negotiation and finance program design. He previously held significant positions in Paraguay, including president and CEO of the National Petroleum Corporation and director of the Central Bank. His accomplishments include the establishment of the first Country Development Bank in Paraguay.
Mr. Ramos particularly enjoys visiting Aravalli and Nehru Park in Delhi, appreciating the greenery and outdoor exercise options. He noted that the climate shares similarities with Paraguay, which enhances his enjoyment of these spaces.
He highlighted three aspects of Delhi that struck him: the arid weather, chaotic traffic, and commendable handling of the Covid pandemic. Pollution is a pressing concern in Delhi; Mr. Ramos attempts to manage it by spending time indoors with air filtration and taking retreats to other locations in India. He expressed admiration for India’s ongoing transition towards renewable energy.
On the topic of traffic, he humorously likened local drivers to “Formula 1 racers” and prefers to drive on quieter Sundays. When asked about his favorite food, he noted his preference for mild dishes, mentioning rice with curries, butter chicken, paneer, and dosas among his favorites.
He observed that both Paraguay and Delhi share rich greenery, as exemplified by the Tajibo tree in Asuncion, which he finds comparable to Delhi’s tree-lined spaces.
Ramos finds Delhi’s vast size and diversity unique compared to other cities he has visited. He cherishes memories with his mother during the pandemic when she visited and ended up staying for nearly two years. Upon departing Delhi, he will miss the city’s kind people, as well as his weekends spent playing tennis and golf with friends.
