The Rwanda Defence Force and Uganda Peoples’ Defence Forces convened their fourth Proximity Commanders’ meeting from March 20-22, 2025, in Mbarara, Uganda. On March 20, 2025, military commanders from the Rwanda Defence Force (RDF) and the Uganda Peoples’ Defence Forces (UPDF) convened their fourth Proximity Commanders’ meeting in Mbarara, Uganda. This three-day session aimed to assess the security situation along the shared border and address challenges faced by border communities, ensuring enhanced security. The first day coincided with the arrival of UPDF Chief of Defence Forces, Gen Muhoozi Kainerugaba.
The meeting included commanders and staff from both armies, led by Brig Gen Pascal Muhizi from the RDF and Maj Gen Paul Muhanguzi from the UPDF. Col Emmanuel Ruzindana, the Rwanda Defence Attaché to Uganda, also attended. Both delegations focused on evaluating previous meeting recommendations regarding illegal cross-border activities and contemporary security threats, emphasizing strategies for fostering cooperation among border communities.
Maj Gen Paul Muhanguzi expressed gratitude to the leaders of both nations and their military for the ongoing support and commitment to these meetings. He stated the importance of assessing progress made in creating a conducive environment for border community prosperity, recognizing significant achievements since the initiative began. He underscored the value of regular communication on security-related issues.
Brig Gen Muhizi reiterated appreciation for the hospitality extended to the Rwandan delegation, emphasizing the fruitful outcomes from prior meetings in combating illegal activities. Prior to formally commencing the meeting, both delegations visited Ntungamo District, where local leaders acknowledged the benefits of joint security collaborations in addressing shared border challenges and promoting socio-economic cooperation.
