On March 19, 2025, Qatar facilitated discussions between Rwandan President Paul Kagame and Congolese President Felix Tshisekedi, with the aim of diffusing tensions in eastern Congo. This meeting, overseen by Qatar’s Emir Sheikh Tamim bin Hamad Al Thani, occurred shortly after M23 rebels, allegedly backed by Rwanda, withdrew from peace talks in Angola.

Despite persistent allegations, Rwanda continues to deny its support for the M23 rebels. The discussions, characterized as “fruitful,” resulted in a reaffirmation from both leaders to pursue an immediate and unconditional ceasefire, aligning with agreements reached at a previous African summit. The joint statement, however, did not detail implementation or monitoring strategies for the ceasefire.

The M23 rebels had intended to negotiate directly with Kinshasa to resolve the long-standing conflict in eastern Congo, a region known for its mineral wealth. However, their withdrawal from talks was influenced by European Union sanctions targeting both the group and Rwandan officials. President Tshisekedi had previously hesitated to engage with M23 but recently expressed willingness to explore dialogue, highlighting the evolving dynamics in the conflict. Despite international peace efforts, the M23 has escalated violence, capturing key locations such as Goma and Bukavu in recent months.
