Despite persistent allegations, Rwanda continues to deny its support for the M23 rebels. The discussions, characterized as “fruitful,” resulted in a reaffirmation from both leaders to pursue an immediate and unconditional ceasefire, aligning with agreements reached at a previous African summit. The joint statement, however, did not detail implementation or monitoring strategies for the ceasefire.
The M23 rebels had intended to negotiate directly with Kinshasa to resolve the long-standing conflict in eastern Congo, a region known for its mineral wealth. However, their withdrawal from talks was influenced by European Union sanctions targeting both the group and Rwandan officials.
