President Nangolo Mbumba has refused to endorse Swapo parliamentarian Jerry Ekandjo’s private member’s bills concerning same-sex marriage due to their constitutional implications. This announcement was made by Minister in the Presidency Christine //Hoebes during a parliamentary session on Thursday.
Minister //Hoebes was responding to Ekandjo’s demand for an update on his proposed bills. Ekandjo had previously accused her of evading the issue due to her absence from parliament. The bills aimed to redefine the terms “spouse” and “marriage” to prohibit same-sex unions in Namibia and criminalize homosexuality.
These bills, presented in 2023, sought to impose fines of N$100,000 or up to six years’ imprisonment for violations of the proposed laws against same-sex marriage. //Hoebes explained that Mbumba’s refusal was based on the bills’ failure to achieve a two-thirds majority in the National Assembly and the constitutional challenges they presented.
