President Yoweri Kaguta Museveni convened a meeting with opposition leaders from the Acholi region, urging unity and collaboration to combat poverty and foster socio-economic development. Various Members of Parliament from different political backgrounds pledged their commitment to work together for the enhancement of the Acholi sub-region during this pivotal moment at State House in Entebbe.
In his address, President Museveni highlighted the historical context of Uganda’s political challenges, attributing past divisions to the misguided decisions of political parties, specifically the Uganda People’s Congress (UPC) that fostered tribal politics in 1961. He noted that unity has been crucial for sustainable development, pointing out, “The difference between Uganda and Tanzania is that Tanzania started its politics with unity, while Uganda’s politics began with division.”
The President shared insights into the socio-political history that has contributed to instability, recounting that the 1966 collapse of the UPC and Kabaka Yekka alliance exacerbated divisions and weakened the national army. He argued that past neglect of national unity has hindered efforts for development, emphasizing the need for reconciliation rather than revenge following conflicts.
On the topic of poverty alleviation, President Museveni urged that support for parishes needs to be scaled according to their sizes, stating, “A parish with 20,000 households cannot be transformed with just Shs 100 million.” He also advocated for affordable education by establishing seed secondary schools in sub-counties to promote equitable access for all children.
Further addressing healthcare, the President stressed preventive health measures centered on immunization and clean water access. He posited that focusing on prevention could eliminate a significant percentage of illnesses, thereby reducing healthcare costs significantly.
Highlighting recent developments, Hon. Okin Ojara, a member of the Forum for Democratic Change (FDC), conveyed the opposition leaders’ intention to unify efforts through an initiative named ‘Operation Harmony.’ This collective aims to tackle communal issues such as poverty and to promote socio-economic development, despite political differences.
Hon. Ojara reflected on the urgency of addressing mental health issues stemming from past conflicts. He proposed the establishment of a Mental Rehabilitation Center and emphasized the need for clarity and efficiency in war compensation processes. The memorandum presented underlined the demand for infrastructural upgrades, specifically in healthcare facilities and road networks.
Moreover, the opposition leaders called upon the government to employ ‘Musevenomics’ alongside the Four Acre Model, to enhance agricultural productivity. They praised the Gulu Presidential Skilling Hub while advocating for the replication of such centers to empower the youth throughout Acholi.
The Minister for Relief, Disaster Preparedness, and Refugees, Hon. Hillary Onek, reiterated the importance of unity among leaders, acknowledging the region’s historical struggles with poverty and conflict. He underscored the necessity of cooperation for progress and to build a prosperous future devoid of division.
Hon. Betty Aol Ocan echoed these sentiments, arguing that collaboration is essential for poverty alleviation, stating, “As long as we all put the interests of the Acholi people first, why shouldn’t we work together?”
