During his address in Kawempe North amid the by-election campaign, he referenced comments made by the Inspector General of Government, Betty Kamya, regarding public fund accessibility.
Kyagulanyi stated, “Out of the 49 million Ugandans, only about 35,000 people have access to public funds and can make decisions. They are the ones who steal over 10 trillion shillings each year.” He attributed the rampant corruption to this elite group, which he claims has severely undermined public services, declaring that they have transformed Uganda into one of the globe’s most corrupt nations, resulting in deteriorating schools, hospitals, and factories.
The leader also addressed the economic struggles forcing numerous young Ugandans to seek work abroad, stating, “They are the ones responsible for the mass exodus of young unemployed Ugandans who go to Arab countries to serve as maids.” Furthermore, he accused this elite clique of suppressing dissent by mobilizing state security forces to intimidate those who challenge corruption.
Kyagulanyi called for Ugandans to take action as the elections approach, emphasizing the divide: “As we face the Kawempe North election and next year’s general elections, we are asking the people of Uganda where they fall. One has to be among the 49 million oppressed taxpayers or part of the 35,000 oppressors.” He is actively campaigning in Kawempe North to support NUP’s candidate, Elias Luyimbazi Nalukoola, in the upcoming by-election following the vacancy left by the late MP Muhammad Ssegirinya, a staunch NUP member.
