Harrisburg, Pennsylvania — Secretary of the Commonwealth, Al Schmidt, announced that Civix has been selected to implement a new comprehensive election management system for the state. This phased update aims to improve election accuracy and security while enhancing voter registration and ballot tracking processes.
By choosing Civix, Pennsylvania joins other states like Georgia, Indiana, Iowa, Texas, and Connecticut in the deployment of an advanced election management system. Schmidt emphasized the administration’s commitment to secure elections, stating, “A modern, streamlined election management system is a critical tool that our 67 county boards of elections need, and our voters expect.” The goal is to fully implement the new system by 2028.
Since 2003, Pennsylvania has been utilizing the Statewide Uniform Registry of Electors (SURE) system, which manages voter registrations across all counties. Schmidt noted that the SURE system has benefited from various upgrades and security improvements over the past two decades, ensuring continuity of service to voters until the new system from Civix is customized.
The Civix system will supersede not only the SURE system but also the current Election Night Reporting (ENR), as well as campaign finance and lobbying registration systems. A public portal will be included, allowing Pennsylvanians to access support, guidance, and comprehensive information about voters and elections.
Additionally, the new system will provide quick access to unofficial election results following poll closures, using a location-based “My County” link. Civix will also integrate the existing campaign finance website that includes reports filed by candidates for various offices and by political committees.
Civix was chosen following a competitive bidding process that began in May 2024, where seven bids were received. After evaluating these bids, a team composed of election officials, IT experts, and county election staff selected Civix as the preferred provider. “Civix is proud to partner with Pennsylvania to implement a scalable, secure, and adaptable system that meets the evolving needs of voters,” stated Phillip Braithwaite, the CEO of Civix, highlighting the company’s commitment to modernizing election administration.
