Pakistan has been ranked second in the Global Terrorism Index 2025 due to a substantial rise in terrorist attacks and civilian deaths, with the TTP emerging as the deadliest group. The Institute of Economics and Peace (IEP) compiled the GTI, encompassing data from 163 countries, representing approximately 99.7 percent of the global population. It evaluates various factors, including the frequency of terrorist activities, related fatalities, injuries, and hostages, all contributing to its overarching assessment of terrorism.
The report indicates a troubling trend as terrorism-related fatalities in Pakistan rose consistently over the last five years, witnessing the steepest annual escalation within the past decade. Notably, there was a staggering 45 percent increase in terrorist attacks in 2024 compared to the previous year.
Specifically, the volume of terror attacks surged from 517 in 2023 to 1,099 in 2024, marking the first time the recorded attacks surpassed 1,000 since the GTI was established. Furthermore, the Tehreek-e-Taliban Pakistan (TTP) has been identified as the deadliest and the most rapidly expanding terror group in the country, accounting for a bone-chilling 90 percent rise in fatalities linked to terrorist activities.
During 2024, TTP’s coordinated assaults resulted in 482 attacks and led to 585 deaths, representing an alarming increase of 91 percent in fatalities compared to 293 in the prior year. Critically, TTP was linked to 52 percent of all terrorism-related deaths documented in Pakistan for that year. The surge in violence has been correlated with the Taliban’s resurgence in Afghanistan, which has emboldened militant organizations to heighten their assaults, particularly along the Pakistan-Afghanistan border.
Areas such as Balochistan and Khyber Pakhtunkhwa (KP) have been especially vulnerable, with these regions bearing the brunt of over 96 percent of all terrorist attacks and related deaths reported in Pakistan during 2024.
