Belgium Advocates Defence Cooperation with India in Light of Ukraine Conflict

On March 4, 2025, Belgian Deputy Prime Minister and Foreign Minister Maxime Prévot emphasized the necessity for Europe to develop its own “strategic autonomy” in defense. This statement comes amid shifting positions from the United States regarding the Ukraine conflict, prompting Belgium to seek strengthened defense collaborations, particularly with India. Mr. Prévot highlighted the importance of building up Belgium’s defense sector as they work towards this objective.

The discussions followed a meeting between Indian Prime Minister Narendra Modi and Belgian Royal Princess Astrid, who was leading a large delegation of Belgian business leaders on an economic mission to India. Belgian Defense Minister Theo Francken announced that both countries are set to sign a Memorandum of Understanding (MoU) regarding defense cooperation by late 2025.

In the context of the ongoing Russia-Ukraine conflict, New Delhi has been actively engaging with all parties involved. This week, Indian Foreign Secretary Vikram Misri is scheduled to travel to Moscow for Foreign Office consultations in preparation for an anticipated high-level meeting between Mr. Modi and Russian President Vladimir Putin later in the year.

Belgium’s delegation arrives during a tumultuous period in Europe, particularly concerning the United States’ recent policy changes regarding Ukraine. The timing of this visit is crucial, coinciding with an extraordinary European Union summit in Brussels, where leaders will discuss their future strategy amid these developments.

Mr. Prevot reaffirmed Belgium’s support for Ukraine, calling attention to the distinction between aggressors and victims in the conflict. He acknowledged that although discussions with Mr. Modi did not touch upon Ukraine, he was aware of Europe’s concerns and expressed hopes that India would be a vital ally in bolstering military capabilities, offering defense technologies through the “Make in India” initiative.

To enhance defense collaboration, Belgium plans to assign a Defense Attaché to India and finalize the MoU on defense cooperation before the end of 2025. Moreover, Belgium’s John Cockerill Defence has initiated a joint venture with Pune-based Electro Pneumatics & Hydraulics to produce tank turrets in India, starting with a focus on the light tank contest of the Indian Army.

Additionally, India has been facing challenges regarding G-7 diamond sanctions affecting the processing of raw diamonds sent from Antwerp. In a bid to mitigate these issues, the Indian government proposed that India be designated as a certifying authority to alleviate delays impacting its diamond industry. Mr. Prevot clarified Belgium’s role as a certifying authority, noting the discussions on finding a compromise between Indian and Belgian diamond officials.
