China’s Strategic Investment in Zimbabwe: A Step Towards Southern Africa’s Industrialization

China is enhancing its partnership with Zimbabwe through a major investment of US$3.6 billion in the Palm River Energy Metallurgical Industrial Park. This project aims to transform Zimbabwe into a key player in steel production by harnessing its natural resources, thereby strengthening China’s strategic interests in southern Africa.

China is significantly increasing its ties with Zimbabwe, with the goal of positioning the nation as a central hub for steel production and enhancing its strategic foothold in southern Africa. This move is supported by a US$3.6 billion project to establish the Palm River Energy Metallurgical Industrial Park in Beitbridge, which will focus on generating electricity, and producing chromium-based materials and steel products.

The initiative is spearheaded by Xinganglian (Shanxi) Holding Group, which aims to capitalize on Zimbabwe’s rich deposits of coal, iron ore, and chrome. The industrial park will span 5,163 hectares within a special economic zone, facilitating mining, power generation, coke production, and steel manufacturing, all of which are expected to unfold in five phases over a 12-year timeline.

Experts suggest that China’s investment reflects its strategic choice of Zimbabwe as its primary site for steel and chrome industrialization in Africa. According to Lauren Johnston, an associate professor at the University of Sydney’s China Studies Centre, “This makes sense. Zimbabwe has a rich human capital and natural resource endowment.”
