Urgent Call for Action Amidst Rising Tensions in South Sudan

AUMISS, IGAD, UNMISS, and RJMEC have raised serious concerns over escalating tensions in South Sudan’s Upper Nile State and other regions. They emphasize the urgent need for collaboration among parties under the R-ARCSS framework to de-escalate conflicts. Failure to act could undermine the Permanent Ceasefire, posing risks to peace agreements and stability in the country.

The African Union Mission in South Sudan (AUMISS), the Intergovernmental Authority on Development (IGAD), the UN Mission in South Sudan (UNMISS), and the Reconstituted Joint Monitoring and Evaluation Commission (RJMEC) have issued a joint statement expressing serious concern regarding escalating tensions in Upper Nile State.

The agencies also raised alarms about clashes that involve forces from the signatory parties under the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS), specifically in Western Equatoria and Western Bahr el-Ghazal states.

In light of these developments, AUMISS, IGAD, UNMISS, and RJMEC have urged all parties to collaborate actively within the R-ARCSS framework to avert further deterioration of the situation in Upper Nile State.

According to the Ceasefire and Transitional Security Arrangements Monitoring and Verification Mechanism (CTSAMVM), the security conditions in Upper Nile have worsened notably in recent weeks. This decline has been further aggravated by ongoing troop rotations in Nasir, leading to heightened fears of potential widespread violence.

In their statement, AUMISS, IGAD, UNMISS, and RJMEC call on the leadership of the Revitalized Transitional Government of National Unity (RTGoNU) and the Joint Defense Board (JDB) to collaborate effectively and take rapid action to alleviate persistent security issues across the affected states. They warned that failure to address these challenges could jeopardize the Permanent Ceasefire, which is a foundational element of the Revitalized Peace Agreement.

The joint statement underscores the importance of progressing towards full unification and the timely deployment of Necessary Unified Forces, emphasizing this step as essential to enhancing public trust in the RTGoNU’s commitment to sustainable peace and stability in South Sudan.

In summary, urgent action is required by the Revitalized Transitional Government of National Unity and relevant bodies to address the escalating security issues in Upper Nile State and beyond. The success of the Permanent Ceasefire and the overall peace agreement is contingent upon effective collaboration and the deployment of necessary forces. As South Sudan navigates this critical period, the reinforcement of public confidence in governmental efforts towards lasting peace remains paramount.
